Congressional GOP Back Trump's Call to Overhaul Affordable Care Act

American lawmakers are working through the weekend for the first time since the government shutdown began over a month ago, but hopes for a bipartisan agreement on how to resolve the standoff appeared to recede as GOP senators proposed a plan toxic to Democrats: scrapping the Affordable Care Act, called Obamacare.

Growing Consequences of Government Shutdown

The effect on Americans from the longest closure of the federal government in history worsened on Saturday, as federal workers went unpaid, airlines were compelled to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

Trump's Plan from Golf Course

As Saturday's meeting got under way, Republican senators welcomed a proposal made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be replaced by HSA-style accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

GOP Endorsement

Multiple Republican senators welcomed the proposal, which is comparable with a replacement for Obamacare put forward in 2017.

"We're going to replace this broken system with something that is actually better for the patient," one senator said.

Another senator commended Trump's proposal on social media, and stood next to a giant blow-up of Trump's post as he addressed on the Senate floor.

"I am drafting the bill right now," a third senator wrote in response to Trump's suggestion. "We must stop taxpayer money from going to carriers and instead give it directly to Americans in health savings accounts and let them buy the medical coverage they want."

Opposition Response

Opposition lawmakers shared concerned reactions to Trump's plan.

"In other words, Donald Trump's 'concept of a plan' for health care is yet another calculated attempt to repeal Obamacare," one Democratic senator commented. "It's the same failed Republican plan that's been defeated by voters and Congress."

Another lawmaker reacted to the censure of insurance companies by posting: "Oh, Trump and the Republicans can't stand how the large insurance companies are overcharging Americans. Seriously? In that case I welcome your support for universal healthcare."

Continuing Talks

The Senate adjourned without finding a resolution, but Senate Republican leaders have signaled an openness to an emerging plan from a handful of centrist lawmakers to end the closure in exchange for a later vote on the ACA subsidies.

One Democratic senator, who is spearheading the talks among moderates, said that Democrats "require another path forward" after Republicans turned down an offer to restart the government and extend the payments for a year.

Another senior Democratic lawmaker continued in maintaining that Republicans should accept a one-year extension of the payments before discussing the long-term of the subsidies.

"Inaction is irresponsible because people will go bankrupt, people will become uninsured, people will get sicker," the senator said in a Senate address. "That is what will happen if this Congress fails to act."

Political Dynamics

None of the Republican senators seemed to grapple with the fact that consumers would still need to buy plans from the same carriers, or that Republican legislators need the backing of several Democrats to restart the government, and the concept of repealing and replacing Obamacare with HSAs is unlikely to earn a single Democratic vote.

Some observers suggested that the core of such a plan would eliminate the ACA's requirement that carriers cover individuals with existing health issues.

After his resort visit, Trump went back to his private club and reiterated on his insistence that Republicans stop seeking agreement and try instead to eliminate and replace Obamacare with a version of the proposal that was unsuccessful to garner enough support in 2017.
